Tesla plans to bring a dedicated robotaxi without a steering wheel or pedals to market by 2024. Elon Musk has guaranteed this according to the latest investor board meeting.
The problem is that Musk is usually very optimistic with his 'deadlines' of him, so they may not come as soon as he expects. You only have to look at the constant delays at SpaceX to see that it really is too fast when it comes to quantifying time.

However, it ensures that the dedicated robotaxi will be highly optimized to truly function on its own without human input, meaning no steering wheel or pedals.
This week, Musk already talked about robotaxis in the talk he gave at the inauguration of the Tesla gigafactory. There he also talked about the use of humanoid robots.
